Joe is the President & CEO of Actuparo LLC. He was previously the head of Federal procurement policy, the top contracting official at the U.S. Small Business Administration, a two-time technology CEO, and a strategy consultant with McKinsey & Company.
In his prior role as CEO of the artificial intelligence company, Supplier.ai, Joe focused on increasing the efficiency and effectiveness of procurement and supply chain processes. Supplier.ai utilizes artificial intelligence to identify, score, and evaluate potential and existing suppliers to help clients increase competition and reduce costs.
Previously, Joe was CEO of the leading online e-commerce marketplace, FedBid, before selling the company to Compusearch Software Systems in 2017. With more than 90,000 registered sellers, FedBid is one of the largest acquisition marketplaces serving Federal agencies, as well as many state and local governments and commercial companies.
Prior to joining FedBid, Joe served as the Senate-confirmed Administrator for Federal Procurement Policy. A key position with the White House’s Office of Management and Budget, he oversaw the implementation of policies and recommendations governing the purchasing done by the world’s largest buyer, the U.S. Federal government.
From 2009 to 2012, Joe served as Associate Administrator of the U.S. Small Business Administration. Leading SBA’s Office of Government Contracting and Business Development, where Joe focused on increasing opportunities for small businesses at a time when the Federal government saw the largest two-year increase in contracting dollars awarded to small business. He worked with Congress to craft the Small Business Jobs Act of 2010, which was signed into law on Sept. 27, 2010 (widely acknowledged as the most significant piece of small business legislation in over a decade).
Joe’s expertise in strategy and operations was honed at the global management consulting firm McKinsey & Company, where he developed strategies and business transformation plans for clients across several industries, and also advised state governments and non-profit entities.
